The SIU, proclamation no R23 of 2020, released on the 05 February 2021, has cleared the department on the two (2) investigations that they conducted on the renovation of four (4) buildings at the Dora Nginza hospital and the allegation of awarding a tender to a dead man.

Page 45 of the report, item 15.3.1.1 and 15.3.1.2 respectively indicate that the service provider for the refurbishment of Dora Nginza hospital (Blocks E, F, G, J) for R33 million Rands adhered to the tender conditions by awarding 30% of the tender contract to Small Medium and Micro Enterprises(SMMEs). In fact, 34 SMMES were allocated work. The SIU has thus closed the matter as no irregularities were found.

On item 15.3.1.2 of awarding a tender to a deceased man, the SIU found out that, in fact, the tender was awarded to a company for the refurbishment of a ward at the Victoria hospital to the value of R264 425.25 not the deceased’s company for PPE clothing. The matter was then closed.

“We have been following all the guidelines into emergency infrastructure procurement of the refurbishments of hospitals by also involving the Provincial Treasury to give us guidance. We are happy that the department has set an example by following the Public Finance Management Act(PFMA)”. said Thandolwethu Manda, the Head of the Department.

The SIU made a public release on finalised matters of the investigation into the procurement of, or contracting for goods, works and services, including the construction, refurbishment, leasing, occupation and use of immovable property during or in respect of the National Sate of Disaster. Public Works and Infrastructure was one of the Provincial Departments that was investigated.
