The Department, acting as the implementing agent on behalf of the Department of Social Development, has successfully completed renovations and upgrade of the Butterworth Service Office.

This milestone marks a significant step towards improving service delivery infrastructure within the Amathole District.

The scope of work for the project was extensive and included renovations to the existing office block and a guardhouse, upgrading of the parking lot, earthworks, upgrading of the stormwater drainage systems, and the installation of electrical and mechanical services. Additional works carried out during the completion phase included concrete works, waterproofing, carpentry, tiling, plumbing, glazing, painting, and other essential finishing elements.

Despite challenges related to time constraints and additional scope requirements, the project was completed successfully, with all statutory compliance elements, such as electrical, plumbing, fire safety, and ventilation systems, meeting required standards. The facility is now fully operational and ready to serve its intended purpose, providing a conducive environment for both staff and the community.

Commenting on the successful delivery of the project, Amathole District Head of Buildings, Makhi Jali, highlighted the department’s internal capacity and commitment to excellence: “The project was fully designed and managed by an in-house professional team and was executed to a level far exceeding expectations. The department further saved several millions that would have otherwise been spent on external consultants. In the end, this project is a clear indication that a determined team can execute a project to completion within budget and to the level of quality expected by our client departments.”

Beyond infrastructure development, the project made a meaningful contribution to local economic empowerment through the employment of local labour. A total of 26 job opportunities were created across both phases of the project. The initial contract employed 18 individuals, including adult men, women, youth, and persons with disabilities. The completion phase further contributed by employing an additional 8 individuals, with a strong representation of youth and women.

The successful completion of the Butterworth Service Office project highlights the department’s commitment to delivering quality infrastructure, overcoming project challenges, and ensuring that communities benefit both directly and indirectly from government initiatives.

This project stands as a testament to the importance of effective project management, collaboration between departments, and the prioritisation of service delivery to the people of the Eastern Cape.
